The California Air Resources Board (CARB) implements the Low Carbon Fuel Standard (LCFS) regulation, which appears at sections 95480 to 95503 of title 17, California Code of Regulations. Section 95490 of the LCFS incorporates the "Carbon Capture and Sequestration [CCS] Protocol under the Low Carbon Fuel Standard" ["the CCS Protocol"] dated August 8, 2018. The CCS Protocol establishes requirements for safe and permanent carbon dioxide (CO2) sequestration that CCS projects must meet to generate LCFS credits. A CCS Project Operator must apply for Sequestration Site Certification pursuant to subsection C.1.1.2(b) of the CCS Protocol and CCS Project Certification pursuant to subsection C.1.1.2(d) of the CCS Protocol, which are collectively called Permanence Certification.
CARB has issued Executive Orders for Permanence Certification for the following projects pursuant to subsection C.1.1(b) of the CCS Protocol:

1 CCS Project Operators may submit applications for Sequestration Site Certification and CCS Project Certification sequentially or at the same time. A CCS project will attain Permanence Certification when CARB has issued executive orders for Sequestration Site Certification and CCS Project Certification.
