The Carl Moyer Program funds a wide range of on-road project types including solid waste collection vehicles (SWCV). 

Fleets that have achieved compliance with the final SWCV Regulation (CCR, title 13, sections 2020-2021.3) deadline are eligible for Carl Moyer Program funding. 

The SWCV regulation applies to vehicles with specific body types (“garbage packer” or “garbage-roll off”) with a gross vehicle weight rating (GVWR) of at least 14,000 lbs. and engine model years of 2006 or older.  Solid waste transfer trucks and SWCVs with engine model years of 2007-2009 are subject to the Truck and Bus Regulation.  Funding will be determined according to compliance with the applicable regulation deadline.
