Embodied Carbon
Assembly Bill(s) 2446 and 43 (Holden), signed by Governor Newsom, require the California Air Resources Board to develop a framework for measuring and then reducing the average carbon intensity of the materials used in the construction of new buildings, including those for residential uses. This includes developing a comprehensive strategy for the state’s building sector to achieve a 40% net GHG reduction, no later than 2035.

Submit Public Comment on the Baseline Technical Meeting
CARB staff invites you to submit public comment on the materials and information presented in the Baseline Technical Meeting on September 9, 2025.
