In 2006, the Legislature passed the California Global Warming Solutions Act of 2006 [Assembly Bill 32 (AB 32)], which created a comprehensive, multi-year program to reduce greenhouse gas emissions in California. The 2022 Scoping Plan for Achieving Carbon Neutrality lays out a path to achieve targets for carbon neutrality and reduce anthropogenic greenhouse gas emissions by 85 percent below 1990 levels no later than 2045. AB32 includes a list of greenhouse gases to be regulated including carbon dioxide, methane, sulfur hexafluoride, and hydrofluorocarbons. CARB has developed comprehensive enforcement programs to ensure that greenhouse gas emissions reductions envisioned by the Board are achieved. The tables below provide the number of investigations and inspections for multiple climate regulations. “Investigations Opened” represents investigations initiated for a regulated entity. “Violations Determined” represents the total number of violations found for that year which can exceed the number of investigations in instances where multiple exceedances are found during an inspection. Most of these programs rely on quarterly and annual reporting requirements and result in complex cases that typically require longer than one year to complete.
The "Oil and Gas Inspection (2022)" table displays data from joint inspections between CARB the US Environmental Protection Agency (US EPA), the California Geologic Energy Management Division (CalGEM), and local air districts. In 2023, CARB participated in the Methane Task Force to inspect active and idle wells with CalGEM and local air districts. The number of violations in 2023 include non-compliance with CARB, CalGEM, and/or air district regulations.
