What is Clean Truck Check
In December 2021, the California Air Resources Board approved the Heavy-Duty Vehicle Inspection and Maintenance (HD I/M) Regulation, now known as Clean Truck Check, in an ongoing effort to meet air quality standards by ensuring heavy-duty vehicle emissions control systems operate properly throughout the life of the vehicle. If you have not reported all affected vehicles, including affected school buses, into CTC-VIS and paid your 2024 compliance fee for each vehicle, your fleet may be considered non-compliant. |

Local educational agencies are subject to Clean Truck Check requirements
School fleets, including school buses, are subject to the Clean Truck Check requirements. Vehicles are subject to Clean Truck Check if they are:
- Over 14,000 lbs. manufacturer’s Gross Vehicle Weight Rating (GVWR)
- Diesel, hybrid, and alternative fuel vehicles
- Zero-emission and gasoline heavy-duty vehicles are exempt
- Registered in California
- Exempt plated vehicles are also subject to Clean Truck Check
Steps for compliance
Local education agencies are required to:
- Create an account in the Clean Truck Check Vehicle Inspection System (CTC-VIS) to report their fleets
- When accessing CTC-VIS, Microsoft Edge browser should be used
- Pay the annual compliance fee for each vehicle before due dates shown in the account
- Submit passing emissions compliance tests for each vehicle
- Deadlines beginning January 1, 2025
Annual Fee Payment
Annual compliance fees need to be paid by the vehicle’s compliance deadline, which is shown in CTC-VIS, and must be paid in CTC-VIS.
- Payments must be made through your CTC-VIS account and may only be made by debit card, credit card, or eCheck.
- Paper checks will not be accepted.
Emissions Compliance Testing
Testing deadlines begin January 1, 2025, and require submission of a passing Clean Truck Check emissions compliance test by a credentialed tester. |
Testing may be done up to 90 days prior to the vehicle’s testing compliance deadline to allow time for any necessary repairs.
- Testing deadlines will be visible the CTC-VIS account beginning October 2024
- Compliance deadlines are the same as the vehicle's DMV registration due date
- The Compliance deadlines for exempt plated vehicles are based on the last number of the vehicle’s vehicle identification number (VIN)
- A list of credentialed testers by location is available online Available for Hire Credentialed Testers.
- Local educational agency staff have the opportunity to complete the no-cost, online, tester training course and exam offered by CARB to become a credentialed tester for their agency

Testing Fleets

The testing requirements depend on whether your vehicle/engine is equipped with on-board diagnostic device (OBD) or not
OBD-equipped vehicles (2013 and newer diesel engines and 2018 and newer alternative fuel engines) are required to undergo a scan of the engine’s OBD data using a California Air Resources Board (CARB) certified OBD testing device.
Diesel non-OBD vehicles (2012 and older diesel engines) are required to complete a smoke opacity test and a visual inspection of the vehicle’s emissions control equipment, referred to in this program as the Vehicle Emissions Control Equipment Inspection. Alternative fuel non-OBD vehicles (2017 and older alternative fuel engines) are only required to complete the visual inspection and are not subject to the smoke opacity test requirement.
Affirmation of Fleetwide Compliance certificate
All vehicles in your fleet that are subject to Clean Truck Check must be reported and compliant to obtain this certificate. Go to your My Entity homepage and scroll down to the “Affirmation of Fleetwide Compliance” section. Click “Attest My Fleet” and you will be able to print your certificate after you have completed the attestation. Make sure that you have no forms in progress and all payments are fully processed.
