California Air Resources Board

The Committee was created under AB 32, the California Global Warming Solutions Act of 2006, to help advise the board in developing the Climate Change Scoping Plan and any other pertinent matter in implementing AB 32.

On May 20, 2021, the Board appointed four returning Committee members and seven new Committee members to advise the Board on the development of the 2022 Scoping Plan Update.  Under the leadership of CARB’s Deputy Executive Officer for Environmental Justice, CARB staff and the Committee will operate under an updated approach that works to actively build relationships; advance community driven solutions; and partner and cooperatively create solutions with the Committee and residents in the most impacted communities to create a more just and sustainable future.
