The California Air Resources Board (CARB or Board) will host a public meeting regarding Electrify America’s California Zero Emission Vehicle (ZEV) Investment Commitment. At this meeting, CARB staff will solicit comments from stakeholders regarding Electrify America’s progress toward achieving the objectives of the 2.0-liter Partial Consent Decree.

Background

Appendix C of the 2.0-liter Volkswagen (VW) Partial Consent Decree (Consent Decree) requires VW to remedy the negative impact from sales of its 2.0-liter diesel vehicles had on California’s ZEV market. This ZEV Investment Commitment, requires VW to invest $800 million in California in four $200 million 30-month cycles over a 10‑year period to support the increased use and availability of ZEVs.

As required by the Consent Decree, Electrify America must develop, and California must approve the ZEV Investment Plans (Plan) through an extensive public process. The Board approved the Cycle 1 Plan, covering the period January 1, 2017 – June 30, 2019 in July 2017. The Board approved the Cycle 2 Plan, covering the period July 1, 2019 – December 31, 2021 in December 2018. Each of the two approved Plans describes the eligible investments to be made during the Plan periods. Senate Bill (SB) 92, passed in June 2017, directs CARB to strive to ensure that at least 35 percent of Electrify America’s investments benefit low-income or disadvantaged communities that are disproportionately impacted by air pollution. The two approved Plans proposed spending that exceeds that target. 

Electrify America released its Cycle 3 Plan on April 4, 2021. The Cycle 3 Plan describes how Electrify America proposes to spend the third $200 million of its $800 million California ZEV Investment Commitment. The Cycle 3 Plan will be presented for Board consideration at its June 24, 2021 meeting. To provide comments on the Cycle 3 plan please use the comment docket link by May 28, 2021.

This meeting responds to Board direction to staff to consult with stakeholders on progress towards achieving the objectives of the Consent Decree. Information provided in this meeting will be included in an update during the Board’s consideration of the Cycle 3 Plan.
