California Air Resources Board

CARB is developing Zero-Emission Appliance Standards in alignment with the 2022 Scoping Plan for Achieving Carbon Neutrality and the 2022 State Strategy for the State Implementation Plan. These standards would seek to reduce building-related greenhouse gas and smog-forming NOx emissions to help meet climate and air quality targets while providing important health benefits.

This comment docket is the central forum for members of the public to submit guidance for CARB staff as they develop standards. All comments will be publicly accessible via this docket, to support an inclusive and transparent process. Staff welcome comments related to the rulemaking development process (planned and ongoing engagement activities) as well as content (key topics to consider, resources, methods, etc.).
