California Air Resources Board provides more options in utilizing the VW funding for transit, school, and shuttle buses by allowing for stacking of funds with Hybrid and Zero-Emission Truck and Bus Voucher Incentive Project (HVIP) and other CARB and State programs that do not claim NOx emission reductions.
