The Community Air Protection Program (CAP Program) is substantially reducing air pollution and exposure in California’s most overburdened communities, while at the same time fundamentally transforming the way air districts engage with communities. Hundreds of community-identified strategies to monitor and improve air quality are being implemented by air districts and local community steering committees across the state. Over a hundred community-based organizations and tribal governments also participate in community air protection through Community Air Grants. Blueprint 2.0
Approved in October 2023, the CAP Blueprint 2.0 is CARB’s statewide strategy to combat air pollution and reduce exposure to harmful emissions in overburdened communities across California. Blueprint 2.0 recommits CARB and air districts to meet the commitments in board-approved CERPs as well as committing to focus resources and attention on the 64 Consistently Nominated Communities through new pathways described in the Blueprint.
Annual Reporting and Progress Tracking
Each year CARB reports the results and actions of each selected community’s CERP and overall program progress to the public and the Board.

AB 617 Consultation Group
AB 617 requires CARB to consult with a range of stakeholder groups on the development of the Blueprint 2.0 statewide strategy. First established in January 2018, the AB 617 Consultation Group advises CARB on the implementation of the Blueprint.
