California Air Resources Board (CARB or Board) staff invites you to participate in a remote public workshop on technical analyses underway to support the development of a report on hydrogen production and use in California, as required by Senate Bill (SB) 1075 (Skinner, Chapter 363, Statutes of 2022). SB 1075 identifies specific analyses as part of broader requirements to evaluate hydrogen production, transmission, distribution, and end use to accelerate progress toward the State’s climate and energy goals. To support this work, CARB contracted with Energy and Environmental Economics, Inc. (E3), which will provide an overview of their technical analyses and preliminary findings at this workshop.
Participants will have an opportunity to provide feedback during the workshop and stakeholders are encouraged to submit written feedback following the workshop through March 11, 2025 at 5 PM. A link to submit written feedback will be posted to the SB 1075 Meetings & Workshops webpage.
Background
In 2022, the Legislature passed SB 1075, which mandates that a comprehensive report on hydrogen be posted to CARB’s website. This report will cover the deployment, development, and use of hydrogen across all sectors as a key part of achieving the State’s climate, air quality, and energy goals.
The 2022 Scoping Plan Update lays out a cost-effective and technologically feasible path to achieve carbon neutrality by 2045 and reduce anthropogenic greenhouse gas emissions by 85% below 1990 levels. The plan identifies displacing fossil fuel with renewable hydrogen produced through electrolysis, biomethane, or from biomass, as an alternative to fossil fuels in the transportation, buildings, industry, and electricity sectors, and a key energy transition action.
