Chapter 5 of the 2017 Carl Moyer Program Guidelines describes the minimum criteria and requirements for off-road large spark-ignition (LSI) projects. Air districts may set more stringent requirements based upon local priorities.

Repower of existing equipment | Replacement of an in-use off-road LSI engine with another engine or motor. |
Retrofit purchase | Purchase and installation of a retrofit for off-road LSI equipment to reduce emissions. |
Equipment replacement | Purchase of new or used LSI equipment replacing a fully functional piece of LSI equipment. |
Carl Moyer Program Funding Amounts
The California Air Resources Board (CARB) has adopted in-use fleet rules affecting off-road LSI and compression ignition (CI) equipment: the In-Use Off-Road Diesel Vehicle Regulatio and the Cargo Handling Equipment at Ports and Intermodal Rail Yards Regulation. Portable engines are regulated under the Portable Toxic Control Measure (ATCM). There are limited funding opportunities for equipment subject to these rules.
Listed below are the maximum funding percentages for eligible off-road large spark-ignition equipment projects as described in the 2017 Carl Moyer Program Guidelines.
