The Carl Moyer Program funds a wide range of On-Road project types such as heavy-duty trucks and buses, school buses, transit vehicles, drayage trucks, solid waste collection vehicles, and emergency vehicles to name a few. Emission reductions funded through the Moyer Program must be permanent, surplus, quantifiable, and enforceable in order to meet the underlying statutory provisions and be State Implementation Plan (SIP) creditable. To ensure that projects are surplus to regulations, funded projects must not be required by any federal, State or local rule or regulation.
Air districts enjoy considerable flexibility in implementing the Moyer Program. Each air district may focus its funds on specific source categories, to tailor projects to meet local air quality objectives while still ensuring the proper and responsible use of State funds.
