
Zero-Emission Forklift: State and Local Government Fleets

State and local government fleets with Class IV or Class V large-spark ignition (LSI) forklifts are subject to the Zero-Emission Forklift regulation. LSI forklifts are internal-combustion engines that are powered by gasoline, propane, or natural gas. Class IV LSI forklifts use solid (cushion) tires that operate on smooth indoors surfaces like warehouses. Class V LSI forklifts use pneumatic tires that operate on rough terrain and can be operated indoors or outdoors.
The regulation will achieve emission reductions of both criteria pollutants and greenhouse gases by requiring the phase-out of LSI forklifts and prohibiting the purchase of them. Zero-emission forklifts, such as those that run on battery-electric and fuel-cell powertrains, have been successfully used for decades and have proven to be effective alternatives to internal combustion forklifts.
The Zero-Emission Forklift Regulation was approved by CARB on June 27, 2024 and approved by the Office of Administrative Law on September 16, 2024. The measure was identified in CARB’s Mobile Source Strategy, State Implementation Plan, and Sustainable Freight Action Plan as one of several near-term actions intended to help California meet its air quality and climate goals through zero-emission technology.
