Manufacturers of new heavy-duty vehicles, which are subject to the greenhouse gas regulations, must submit CARB application templates for certification. EPA EV-CIS (Verify) forms will not be accepted.  Manufacturers wishing to convert used vehicles previously certified must follow CARB's Engine Change Policy. Contact the Aftermarket, Performance, and Add on Parts program for more information.

Manufacturer certifying the same vehicle family with CARB and EPA must certify to the same standards with both agencies. 

Heavy-duty GHG vehicle (vocational vehicle and tractor) certification can fall into three distinct certification categories, each with its unique requirements. Consequently, each certification process has its own checklist. It is the responsibility of the manufacturer to ensure that the correct application documents are submitted for their heavy-duty vehicles.

1. Vehicle with Internal Combustion Engines This certification process applies to all Internal Combustion Heavy-Duty Vehicles, including Vocational Vehicles and Tractors. To certify these types of heavy-duty vehicles with Phase 2 Greenhouse Gas regulations and test procedures, the manufacturer should submit the documents listed in the corresponding checklist, which can be found "here". 

2. Battery Electric or Hydrogen Fuel-Cell Vehicles (Phase 2 Standard Process) If the heavy-duty vehicles are equipped with battery electric or hydrogen fuel-cell powertrain, the required documents differ slightly from those for internal combustion heavy-duty vehicles. 3. Battery Electric or Hydrogen Fuel-Cell Vehicles (Enhanced Fuel-Cell/Electric Vehicles Certifications) If a battery electric or hydrogen fuel-cell vehicle manufacturer wishes to certify under the Enhanced Certification process, they must follow additional steps as required by Phase 2 GHG Certification regulations.
