The Greenhouse Gas Emission Standards for Crude Oil and Natural Gas Facilities is designed to reduce methane emissions from oil and gas production, processing, storage, and transmission compressor stations, which account for four percent of methane emissions in California. Regulated entities are required to take actions to limit intentional and unintentional emissions from equipment and operations.

Remotely Detected Emission Plumes
Pursuant to section 95669.1 of the Oil and Gas Methane Regulation, CARB may issue notification to an owner/operator if remote monitoring data includes a methane emission plume at their facility/location. The remote monitoring data shall be generated by a remote monitoring technology approved by the CARB Executive Officer if, in their best engineering judgment, the technology demonstrates a capability to detect methane emission plumes and meets all the following requirements per section 95669.1(a)(1):
- Spatial resolution of 30 meters by 30 meters or better.
- Data available to CARB within 72 hours of collection.
- Produces a visualization of the emission plume.
The Tanager-1 satellite is a remote monitoring technology generating remote monitoring data that meets all the conditions set forth in section 95669.1(a)(1) and has therefore been approved by the CARB Executive Officer (link to EO).
